Austin’s water system lost more than 9 billion gallons in 2024—about 17% of its total supply—largely due to aging, leaking pipes across its 3,900-mile network. That’s enough water to fill Lady Bird Lake twice every year.  The City is moving forward with costly expansions to the Handcox Water Treatment Plant, even though projected capacity will far exceed historical demand.

Meanwhile, pipe replacement is happening at a pace so slow it would take centuries to fully address the problem. In a drought-prone region facing intensifying climate pressures, continuing to expand water supply while allowing massive losses from aging infrastructure is both inefficient and unsustainable.
