The Unborn Child Dignity Act, House Bill 118, would show respect to human life by providing for the proper disposition of a baby that is miscarried or aborted in any health care facility. The lead sponsor of House Bill 118 -- Rep. Frank Ryan (R-Lebanon) -- introduced this bill because of the loss of his own unborn child. All unborn children should be given the respect and dignity of proper care (even in death), rather than discarded with bodily fluids, organs, tissue, and other medical waste.

The Unborn Child Dignity Act is the same legislation where former State Representative Wendy Ullman (D-Bucks) said during committee debate that an early miscarriage is just "some mess on a napkin." A miscarriage, no matter how early, does not result in a "mess on a napkin" but the loss of a child.

Healthcare facilities should uphold the dignity and humanity of unborn children by properly handling the disposition (whether burial or cremation), of unborn children who have died from an abortion or miscarriage, according to the parents' wishes. And the U.S. Supreme Court have ruled similar state legislation constitutional in a recent case involving the state of Indiana.
