Urgent: Student Scholarships at Risk with New Attack in PA A new bill threatens Pennsylvania’s successful educational scholarships for students in PA, dismantling the current programs and adding more bureaucratic burdens and unreasonable taxes. Status Update: Every PA House Democrat, joined by three Republicans, voted to pass the problematic House Bill 2632, a sweeping bill that was only introduced a week prior. While this bill was amended to remove immediate scholarship funding cuts, what remains is the dismantling of the EITC and OSTC scholarships, new financial burdens imposed on scholarship organizations, increased bureaucratic mandates on participating schools, and the elimination of the supplemental scholarship opportunities for economically disadvantaged students. The bill now moves to the PA Senate. While budget negotiations continue, the threat is that this bill may be included as part of the final state budget. For the past 25 years, Pennsylvania’s Educational Improvement Tax Credit (EITC) program has helped hundreds of thousands of students access educational opportunities that gave them the tools to succeed. Along with the Opportunity Scholarship Tax Credit (OSTC) program, these scholarships are funded through private donations, not taxpayer funds. During the 2023–2024 school year, Pennsylvania’s tax credit scholarship programs awarded more than 100,000 scholarships to students across the Commonwealth. Yet because these tax credits are capped, nearly 70,000 scholarship applications went unmet. The facts are clear: Pennsylvania students need more educational opportunities, not fewer choices. State lawmakers should support policies that help more students and families access the educational opportunities they are actively seeking and not reduce access to these life-changing scholarships.
